  • As outlined by the Community Services Block Grant (CSBG) Act, all Community Action Agencies must maintain a tripartite board structure—made up of representatives from the low-income community, elected officials, and key community stakeholders. This model ensures meaningful community participation in shaping, implementing, and evaluating CSBG-funded programs.

    Low-Income Representation Matters:
    At least one-third of board members must be individuals with low incomes or their elected representatives. 

  • Sandra D. Garner is a dedicated mother of five with a passion for service and community care. She earned her Licensed Practical Nursing (LPN) certification from BOCES in 2004 and went on to work at Kaleida Health for 14 years, providing compassionate, hands-on nursing care.

    In 2015, Sandra joined the Buffalo Federation of Neighborhood Centers (BFNC) as a Care Coordinator, supporting seniors with activities of daily living and ensuring access to essential services such as medical appointments and grocery shopping. The following year, she advanced to the role of Medication Coordinator Liaison, where she was responsible for medication management, maintaining accurate records, and ensuring compliance with state regulations.

    By 2017, Sandra became the Residential Housing Manager for BFNC, overseeing group homes with 10 to 18 residents. In this leadership role, she supervised staff, facilitated weekly meetings, collaborated with healthcare providers, and guided residents through personalized care plans. She also provided instruction on independent living skills, including cooking, cleaning, and medication management.

    Sandra is currently a devoted Missionary at Corner of Wisdom Ministries in the Church of God in Christ (COGIC), continuing her lifelong commitment to helping others through faith and service.
